SNP (C-SNP and D-SNP) Experience Study

Available: September 15, 2027

Overview

Despite the end of the quarterly SEP, switching within D-SNP still outpaces switching across the rest of MA. As carriers compete for position in the HIDE/FIDE landscape, some are leaning harder on C-SNP to protect existing D-SNP membership.

Whatever the reason, SNP members are harder to hold. C-SNP has grown from roughly 1.3 million to 1.8 million lives in the past 12 months, and D-SNP is approaching 6.5 million. SNP consumers have historically been among Medicare’s least loyal beneficiaries, and they now have more coverage options and more competitors courting them. With financial pressure still significant outside SNP, carriers need to deliver the best possible experience to these underserved beneficiaries.

The 2027 SNP (C-SNP and D-SNP) Experience Study is a blueprint for carriers and agencies serving Dual Eligibles and members with demanding health conditions. It catalogs members’ experiences over the past year, compares Dual HIDE, FIDE, and Coordination-Only enrollees, and identifies which disruptions (providers, care managers, pharmacies, transportation, or benefits) drive the most attrition. New this year: how carrier-paid phones affect retention, and how their value compares with reduced OTC allowances.

What’s New

  • Carrier-paid phones. Examines how carrier-paid phones affect retention metrics and how their value compares with reduced OTC allowances.
  • Drivers of attrition. Shows which areas of disruption drive the most attrition: providers, care managers, pharmacies, transportation, or benefits and allowances.

Insights from the 2026 Report

Member Experience Is Strong, But Financial and Benefit Friction Remains
Most Dual Eligibles report positive experiences and strong loyalty to their health plans, yet affordability, benefit confusion, and care access challenges continue to create barriers. Two in five members encountered a benefit-related issue during the year, and confusion around benefits has led some members to delay or avoid care, particularly for dental, vision, and specialist services.

Provider Experience Is One of the Strongest Drivers of Satisfaction and Retention
The quality of the provider relationship has a significant impact on how members view their health plan. Duals who are highly satisfied with their primary care physicians and specialists are substantially more likely to rate their plans positively and intend to renew coverage, highlighting the critical connection between provider experience and member retention.
