SNP (C-SNP and D-SNP) Acquisition Study

Available: March 31, 2027

Overview

As most Dual Eligibles have a qualifying chronic condition, the difference between C-SNPs and D-SNPs are becoming less pronounced. D-SNP now exceeds 6 million enrollees, and C-SNP grew 34% this year. Carriers need to know what qualifying consumers expect from a SNP product and what they need to feel from a SNP service.

Our 2027 study examines the product features Duals value most, how the potential return of drug copays changes design priorities, and which marketing channels may reach Duals better. It also shows what sales professionals should focus on to match their approach to these beneficiaries. Plus, this year we offer an expanded look at AI and digital shopping, as well as a brand awareness section.

What’s New

  • Expanded digital shopping experience. Examines how consumers use AI for shopping generally and for health insurance information specifically. It also covers how they use AI for tasks like checking symptoms and treatment options.
  • New brand awareness and impression section. Gives particular attention to the growing C-SNP market.

Insights from the 2026 Report:

Consumerism Remains High Among Dual Eligibles
Nearly half of Partial Duals shopped or switched plans during the 2026 AEP, while overall shopping activity among Dual Eligibles and LIS beneficiaries reached 42%. Despite market maturation, Dual consumers remain highly engaged in evaluating coverage options and benefits.

Agents Play a Critical Role in C-SNP Growth and Enrollment
C-SNP enrollment continues to expand, with many new members coming from plans that were not previously C-SNPs. More than 80% of C-SNP members reported receiving help selecting coverage, and half worked with an agent, highlighting the importance of guided decision-making in driving enrollment.
