Overview
Our first-ever ACA OEP Signals and Readiness Study gives carriers, agents, and consultants an early read on where consumers stand at the plan year’s midpoint. It also shows what they intend to do when open enrollment arrives.
These early signals can help carriers identify emerging retention risks, understand what may drive members back into the market, and focus OEP strategies on the experiences and coverage factors most likely to influence member decisions.
Premiums have risen at historic levels two years in a row, and this is the second year without enhanced premium tax credits. The study examines what consumers prioritize in their plan decisions and how premiums are affecting household spending.
What's Inside the Study
- Switch intent. Surveys current ACA on- and off-exchange members to identify who plans to switch plans in the upcoming OEP.
- What’s on switchers’ minds. Identifies the healthcare topics and experienced issues most likely to weigh on intended switchers as they consider their coverage.
- Carrier performance. Shows how carriers perform on key experience metrics at the midpoint of the year, and which experiences are most closely associated with switch intent.
- Premium sensitivity. Examines how premium sensitivity is shifting by subsidization status after back-to-back years of double-digit increases and significant changes to second-lowest-cost Silver plans in many markets.
- Pain points and bright spots. Shows which pain points weigh most on members now, and what is working well in their coverage experience.
- Agent engagement. Measures members’ likelihood and willingness to engage with an agent, and what consumers consider the traits of an ideal ACA agent.
