MA Growth Tracker: Now Updated with 2026 CMS Enrollment Data!

Which carriers were MA enrollment winners in early 2026—and which were losers? The newly released CMS data has now been added to our MA Growth Tracker. As a result, you can get the full picture of how many seniors enrolled during the 2026 AEP, how competitors fared, and which direction the industry is moving.

What’s Covered in the Updates:

We’ve updated and loaded both January and February 2026 CMS enrollment data files covering:

  • January CMS file: Nov. 7th–Dec. 5th enrollment for coverage effective Jan. 1st.
  • February CMS file: Dec 5th–Jan. 2nd enrollment for coverage effective Feb. 1st.

 

Summary of MA Enrollment Changes:

Overall, enrollment was nearly flat over the AEP, with enrollment growth in D-SNP and C-SNP offsetting enrollment declines in Non-SNP. However, a good portion of these shifts may be lateral moves from Non-SNP into SNP plans. Given that C-SNP has also been gaining membership from previously Non-SNP individuals, some of the enrollment losses in Non-SNP are from Non-SNP to C-SNP conversion. Additionally, the sunset of MMP meant that 216k Non-SNP members were converted to D-SNP.

 

Key Insights: Slow Growth in December

December’s numbers felt like winter. In fact, we haven’t seen growth this slow since 2011. Overall MA grew by only 0.32% over the AEP, gaining 111,138 lives. Here’s the breakdown:

  • Non-SNP: Enrollment declined by 307,418 lives—a 1.1% decrease in enrollment. However, this is partially offset by shifts in enrollment from non-SNP members into SNP plans, especially C-SNP.
  • D-SNP: Gained 218,040 lives, increasing enrollment by 3.5%.
  • C-SNP: Gained 201,327 new enrollments, totaling growth of 14% over the AEP.
  • PPO: Declined by 418,547 lives while HMO/HMOPOS enrollment gained 715,765.
  • Non-EGWP: PDP grew by 296,390 members, or 1.62%.

 

Enrollment Winners and Losers:

Some plans claimed significant enrollment gains while others struggled.

Non-SNP, Non-EGWP

  • Enrollment Winners: Devoted Health, Medica, Network Health, Clover Health, SCAN, BCBS Minnesota, and Humana all substantially increased their Non-SNP, Non-EGWP membership.
  • Enrollment Losers: Point32, HCSC, UnitedHealthcare, Guidewell, Highmark, Elevance, and BCBSM all saw notable Non-SNP, Non-EGWP enrollment declines.
  • National Rivalries: Among major national carriers competing in the Non-SNP, Non-EGWP space:
    • Humana grew 20%, gaining 834k members
    • UnitedHealthcare reduced enrollments by 12%, declining by 609k members

C-SNP

  • Enrollment Winners: The leaders for new member enrollment were Humana (+58k), Devoted (+55k), and Aetna CVS (+36k).
  • Enrollment “Losers”? Although United experienced some enrollment declines, shedding 17k members, they remain the market share leader with 47% of the C-SNP market. This is down from 54% in December 2025.
